A resolution was approved in 2010 to maintain more stable rates, meet short- and long-term financial goals and to support the District's ongoing financial health. Since the cost of purchased power is a primary factor in the cost of providing electricity to customers, the resolution included a provision authorizing rate adjustments due to changes in the cost of purchased power. Recent increases in the cost of power purchased from Bonneville Power Administration (BPA) and Douglas County PUD No. 1 necessitate the implementation of a Cost of Power Adjustment (COPA), effective December 1, 2011.

The COPA will appear on a separate line on your monthly bill and is calculated by multiplying the number of kilowatt hours (kWh) used by $.0024. For someone using 2,000 kWh, the COPA charge will be $4.80. Someone using 100 kWh will only pay $.24.

The District recognizes that rate changes impact all of our customers during tough economic times, and we apologize for the necessity of this adjustment.
